Yes. Just to be clear, the Attorney General is the highest law enforcement authority in a state, and they typically have jurisdiction over a wide range of consumer protection laws. Because it is an elected position in many states, they also tend to have relatively accessible tools to help people report the behavior of businesses within their jurisdiction. White collar crime. They are the right ones to go to with such a criminal complaint.
In addition to handling the escrow fraud they also handle crypto scams, unregistered exchanges, etc.
They have tried and convicted for far less dollar amounts than what we are dealing with at Epik.

18 U.S. Code § 1343 - Fraud by wire, radio, or television​

Whoever, having devised or intending to devise any scheme or artifice to defraud, or for obtaining money or property by means of false or fraudulent pretenses, representations, or promises, transmits or causes to be transmitted by means of wire, radio, or television communication in interstate or foreign commerce, any writings, signs, signals, pictures, or sounds for the purpose of executing such scheme or artifice, shall be fined under this title or imprisoned not more than 20 years, or both.
